Customs support for Liverpool and Birkenhead

Liverpool docks and Birkenhead are separate departure and arrival locations on opposite sides of the River Mersey. Our service covers their direct freight crossings with Dublin, with the declarations prepared for the actual locations and procedure.

Send us the departure and arrival facilities shown on your booking. Check-in instructions, customs presentation and collection arrangements depend on the service you are using.

Customs services GEIM provides

British import and export declarations

We prepare and submit British import, export and relevant re-export declarations, check the information supplied and follow up declaration statuses. We also handle necessary amendments within the applicable customs rules.

Irish import and export formalities

We support Irish imports, exports and relevant re-exports for your booked crossing, including submission, amendments and status follow-up. For Irish exports, we monitor exit completion as a separate stage from release for export.

Border references and safety and security filings

We prepare and check applicable GMRs and Irish PBNs, reconcile declaration references with the booking details you provide, and handle the required ENS and standalone EXS filings when instructed. We establish who is responsible for each filing and obtain the necessary agreement and data.

How your crossing is prepared

Great Britain to the Republic of Ireland

1. Send the shipment documents and crossing details before the goods start their journey. For the direct freight services covered here, British export declarations must be prepared and submitted in the required status before travel to the border.

2. GEIM prepares the applicable British export or transit formalities and Irish import or transit requirements. The entry safety and security filing is assessed separately.

3. The appropriate GMR and PBN must contain the relevant references and have the required status for check-in. Any required customs permissions or checks must be completed before departure.

4. Before arrival in Dublin, check the current Irish customs routing. Follow any instruction to attend customs or complete transit formalities before leaving customs control or continuing under the authorised procedure.

The Republic of Ireland to Great Britain

1. GEIM prepares the Irish export or transit formalities and the British import or transit requirements for the booked crossing.

2. We prepare the outbound Irish PBN and applicable British GMR, and arrange the British entry safety and security filing under the agreed instructions.

3. The goods must meet Irish export and exit requirements before departure. After arrival in Great Britain, any customs hold, inspection or presentation instruction must be followed.

4. Customs release and collection authority must both be in place before goods can be collected. We follow up the declaration and, where relevant, Irish export-exit status.

Collection of unaccompanied goods

Goods travelling without their driver require separate collection arrangements. The collecting haulier needs the correct unit details and release authority, as well as confirmation that customs requirements have been satisfied. GEIM checks and communicates the relevant release or collection references within the instructed customs work.

Documents needed for Liverpool customs clearance

Send the information as early as possible so we can identify what is missing before the goods move.

  • A commercial invoice, appropriate pro forma invoice or inventory for personal goods.
  • Clear goods descriptions, commodity codes where applicable, quantities, package details and gross and net weights.
  • Values and currency where required, delivery terms and relevant transport and insurance costs.
  • Importer and exporter details, applicable EORI numbers and VAT information.
  • Country of dispatch, origin information and evidence supporting any preferential duty claim.
  • Written authority for GEIM to act, representation instructions, and the intended duty and import VAT arrangements.
  • The booked departure and arrival locations, crossing date, booking reference and vehicle or unit identification.
  • Existing customs, transit and carnet references, plus evidence supporting temporary movements, returning goods or residence relief.

Origin, customs status, country of dispatch and relief eligibility are separate matters. Dispatching goods from Ireland or Great Britain does not by itself establish their origin or entitlement to a duty relief.

Shipment references explained

  • GMR means Goods Movement Reference. It brings together the appropriate British declaration or procedure references for a vehicle or unit where the British movement procedure requires it.
  • PBN means Pre-Boarding Notification. It covers the relevant Irish declarations for the freight unit. On the direct freight crossings covered here, it must have the required status before check-in.
  • MRN means Movement Reference Number, also described as a Master Reference Number in Irish guidance. It identifies an individual customs, transit or safety and security declaration.
  • DUCR means Declaration Unique Consignment Reference. It identifies a British export consignment and is used in the movement reference where required.
  • ENS means Entry Summary Declaration. It provides advance entry safety and security information separately from ordinary import clearance.
  • EXS means Exit Summary Declaration. A separate filing is needed where the exit safety and security requirement is not met by a combined declaration or a valid exemption.

For goods entering Ireland, the applicable ENS reference must be included in the PBN. Including a British ENS reference in a British GMR is optional under current British rules. We check the requirements for your actual movement; other shipments through Liverpool can follow different arrangements.

Transit and temporary movements

T1 and T2 transit support

We support eligible transit starts, departure-release formalities, border references and destination arrival and ending formalities. We follow the movement through satisfactory customs discharge. The choice between T1 and T2 depends on customs status and the permitted procedure.

The goods must be presented at the required office or approved location by the person responsible for the movement. A delivery receipt alone does not prove that customs has discharged the transit.

ATA and TIR Carnet documentation

GEIM provides documentary support for eligible ATA Carnet movements, including professional equipment and event goods, and TIR Carnet movements where that transit procedure is appropriate. We check the goods list, itinerary and relevant references.

Paper and digital requirements depend on the issued carnet and journey. Required presentation and customs endorsement still have to take place. A carnet reference in a border notification does not complete those transactions.

Temporary Admission and Returned Goods Relief

We support the declarations and documents for eligible Temporary Admission and Returned Goods Relief claims. Tell us how the goods will be used, when they are expected to return and how they can be identified. Returning goods need evidence of the earlier export and must meet the relevant condition and time-limit rules. Duty and import VAT relief have their own requirements.

Personal effects and residence relief

We handle personal-effects declarations and support eligible British and Irish transfer-of-residence movements. Provide an inventory and tell us who owns the goods, where they are moving from and to, and the reason for the move.

Personal belongings do not automatically qualify for relief or passenger-baggage treatment. British and Irish residence-relief rules require separate applications or evidence, and an approval in one country does not establish eligibility in the other.

Preparation time and customs release

Our normal target is approximately two hours to prepare a routine declaration after we receive complete, accurate information, subject to complexity and system availability.

This is a preparation target. Submission, customs permission, inspection, boarding and collection are separate stages. Their timing depends on the movement, customs decisions and the relevant operating arrangements.

What customers say about GEIM

Frequently asked questions

No. They are separate locations on opposite banks of the Mersey. Give GEIM the actual facilities shown on your booking so the declarations and movement references use the correct locations.

Commercial freight normally requires the appropriate British and Irish formalities. The declarations depend on the goods, customs status and procedure, including whether the movement is an import, export, re-export or transit.

The direct Dublin freight crossings covered here require an Irish PBN. The British GMR requirements depend on the actual procedure and service. Other Liverpool shipments can use different arrangements, so we check the booking and movement rather than applying one reference list to everything.

An ordinary import declaration does not automatically complete the entry safety and security requirement. We assess the ENS separately and agree the filing responsibilities and data needed.

Collection also requires the appropriate release authority and unit or booking details. For unaccompanied goods, the collecting haulier must satisfy those requirements and follow any outstanding customs instructions.

No. It is a qualified target for preparing a routine declaration once complete, accurate information has been received. Customs release, inspections, boarding and collection have separate timescales.

No. Relief depends on the relevant conditions, evidence and procedure. Tell us whether you are transferring your normal residence, returning previously exported belongings or making another type of movement.

The correct transit procedure depends on the goods' customs status and the rules for the journey. Origin and dispatch country alone do not determine whether T1 or T2 is appropriate.

No. The goods and carnet must still undergo the required customs presentation and endorsement. The format and transactions needed depend on the issued carnet and itinerary.

Yes. We support the relevant outward and return documentation, eligible carnet movements and temporary or returned-goods procedures. Send the goods list, identifying details, planned use, outward and return dates, and any previous export evidence.
