Import and export clearance at Grangemouth

Import customs clearance

GEIM handles import customs clearance through the Customs Declaration Service, known as CDS. We check the goods description, commodity codes, value, origin and procedure, and explain the duty and import VAT arrangements. Where eligible and instructed, this can include postponed VAT accounting.

For inventory-linked shipments, the customs declaration must match the port inventory record for the cargo. We check the shipment reference and declared location, submit the entry and monitor queries or controls affecting customs release.

Export customs clearance

For export customs clearance through Grangemouth, GEIM prepares and submits the declaration before the goods are presented to customs. Arrival and presentation must then be recorded through the applicable port process, and permission to progress must be obtained before the goods are loaded for export.

Actual departure is a separate step. The departure message must be recorded after the goods leave, so an accepted declaration or permission to progress is not, by itself, evidence of export.

From preparation to collection

  • Send the shipment details

Tell us what is moving, its origin and destination, the planned dates and the customs service you need.

  • GEIM checks and submits the declaration

We confirm the information and authority needed, prepare the entry and submit it to the relevant customs system.

  • Arrival and customs checks are completed

Pre-lodging an import declaration does not mean it has been formally accepted: the goods must actually arrive and be presented to customs. Queries, inspections and duty or VAT arrangements must be resolved before release.

  • Confirm cargo release and collection

Customs release is permission under the declared procedure. Commercial cargo release, any outstanding charges, availability and a collection booking must also be confirmed before the goods can leave.

Documents to send before your shipment moves

Send the information you already have, and tell us what is still outstanding. We will identify what is needed for your particular shipment.

  • A commercial invoice, or an appropriate value statement for goods that are not being sold, with a clear description, currency, value and delivery terms.
  • A packing list showing packages, quantities, gross and net weights, and how the goods are packed.
  • The transport document, such as a bill of lading or sea waybill, plus the booking reference, container number and expected arrival or departure date where available.
  • Importer and exporter details, the relevant GB EORI number, which is your business customs identifier, and VAT details where applicable.
  • Commodity codes if known, country of origin, freight and insurance costs, and any evidence needed to claim a preferential duty rate.
  • Authority for GEIM to act, your customs instructions and the agreed arrangements for duty and VAT.
  • Licences, certificates, health documents or special-procedure authorisations where required. For transit, temporary movements or personal belongings, include the relevant supporting references and records.

For full or shared containers, see our container customs clearance service.

Which shipment references matter

Different references do different jobs. Send the references you have with a note explaining which shipment or document each one relates to.

  • Inventory reference or UCN: the unique consignment number that identifies cargo in the port inventory system. For an inventory-linked import, it must be correctly linked to the customs declaration.
  • MRN: a movement reference number identifying a declaration or transit movement. An MRN is not a collection authorisation; always check which system and declaration it belongs to.
  • DUCR: the declaration unique consignment reference used for an export consignment. Consolidated exports may also use a master reference, known as a MUCR.
  • Transport and booking references: these identify the shipment and help arrange cargo release and collection. They do not replace the customs declaration or inventory reference.

Grangemouth uses inventory-linked arrangements for relevant sea freight. A Goods Movement Reference, or GMR, is not the standard requirement for a Grangemouth inventory-linked movement. If a separate leg uses a confirmed Goods Vehicle Movement Service crossing, that leg may need a GMR. We check the actual route rather than apply another port’s procedure.

T1 and T2 transit movements

GEIM provides T1 and T2 transit support for relevant Grangemouth movements, including declaration preparation, guarantees and discharge monitoring. The correct procedure depends on the goods’ customs status and the route.

Transit allows goods to move under customs control while relevant duties and taxes are suspended. The goods and transit reference must be presented at the required offices or authorised premises. Any transit accompanying document must travel with the movement as required. Arrival at destination, ending the movement and customs discharge are distinct stages; we track the required confirmation. Ending transit does not itself release goods for free circulation.

Temporary movements and returned goods

Tell GEIM before shipment if your goods are entering temporarily, going abroad for an event or exhibition, or returning after a previous export. We support Temporary Admission, ATA carnet movements and Returned Goods Relief where the conditions are met.

Temporary Admission can provide relief for eligible goods that will be re-exported within the permitted period. An ATA carnet can cover certain temporary movements, but the goods and carnet still need the required customs presentation and endorsement. Returned Goods Relief has separate conditions and requires evidence of the earlier export and return. We help establish the right procedure and paperwork; relief is not automatic.

Personal belongings and Transfer of Residence

GEIM helps clear personal effects and household belongings arriving through Grangemouth, including Transfer of Residence support and the customs declaration that follows.

Send a detailed inventory, shipment and transport details, and any Transfer of Residence approval reference. Tell us whether you are moving your main home, returning belongings or importing newly purchased items. Eligibility and evidence must be checked before relief is claimed. Transfer of Residence approval does not replace the customs entry or cargo-release arrangements.

Safety and security declarations

An import entry summary declaration, known as an ENS, provides advance safety and security information. It is separate from the import customs declaration. The requirement generally applies to goods entering Great Britain from EU and non-EU countries unless a specific waiver applies.

GEIM can submit the ENS with the responsible carrier’s knowledge and agreement. The carrier retains the legal responsibility to ensure it is submitted, so agree who is filing before the shipment moves and avoid duplicate submissions.

Export safety and security information is normally included in the full export declaration. Where a standalone exit summary declaration, or EXS, is required and no waiver applies, GEIM can submit it under the agreed arrangements. A transit declaration does not automatically meet safety and security requirements.

Controlled goods and inspections

Controlled goods need a check before booking or dispatch. GEIM can support customs declarations, applicable pre-notifications through IPAFFS, the import system for products, animals, food and feed, and Common Health Entry Documents, known as CHEDs. We also liaise over inspection requirements for eligible Grangemouth consignments.

The exact product, origin, risk category, temperature and authorised point of entry matter. Grangemouth has designated arrangements for specified food, feed, animal products and plant products, but this does not mean every controlled product can enter there. Grangemouth is not authorised to receive high-risk products of animal origin. Food or feed classed as high risk is a separate category and must be checked against its own rules.

Health or plant inspections, customs checks and commercial cargo release are separate decisions. Required checks must be completed and release confirmed before collection. Send the product details and supporting certificates early so the admissible route, notification deadlines and inspection arrangements can be checked.

Preparation and clearance timings

Send your documents as early as possible. GEIM will check the information and advise on preparation and submission for the agreed service. Preparing a declaration, submitting it, customs acceptance, customs release and collection are separate stages.

The overall time depends on complete and accurate information, the cargo’s arrival and presentation, system availability, duty and VAT arrangements, any inspections and commercial release. Our 24/7 support does not mean customs offices, inspection services or cargo-collection facilities operate continuously.

Frequently asked questions

The cost depends on the goods, number of declaration items, customs procedure and support required. Send GEIM the shipment details for a quote. Customs service fees are separate from import duty, VAT, inspection, storage, handling and transport charges, which may also apply.

For a commercial shipment, start with the invoice, packing list, transport document, shipment references, relevant EORI and VAT details, and authority for GEIM to act. We also need accurate goods descriptions, values and origin information. Controlled goods, transit, temporary movements and personal effects need additional evidence appropriate to the procedure.

There is no single clearance or collection time for every shipment. Preparing the declaration is only one stage. Actual arrival and presentation, customs queries, inspections, payment arrangements and cargo release can affect the overall time. GEIM will explain the outstanding steps for your shipment; preparation is not a guarantee of release.

Customs release alone is not enough. Commercial cargo release, settlement of applicable charges, cargo availability and any remaining health or other controls must also be resolved. The haulier must have the required collection authority and booking. GEIM can coordinate these arrangements under the agreed service.

A GMR is not the standard requirement for Grangemouth’s inventory-linked maritime movements. The inventory reference and declaration references must be matched correctly instead. A separate journey leg through a confirmed GVMS crossing may need a GMR. Give GEIM the full route so the requirements can be checked.

No. The ENS is a separate safety and security submission and does not replace the customs declaration. GEIM can file it with the responsible carrier’s agreement. The carrier remains legally responsible for ensuring it is submitted. Agree the filing arrangements before shipment, including any amendments if the journey details change.

Yes. GEIM supports relevant T1 and T2 movements, including guarantees and discharge monitoring. We need the route, goods details, customs status and intended offices or authorised premises. Goods must be presented correctly and the movement properly ended and discharged. Further customs formalities may be needed before the goods can be used or delivered.

Yes. We support eligible Temporary Admission, ATA carnet movements and Returned Goods Relief. Tell us the intended use, how long the goods will stay and whether they are returning after an earlier export. We will check the appropriate procedure, evidence and presentation requirements before the movement.

Yes. GEIM handles household belongings and personal effects, including Transfer of Residence applications and related customs entries. Send an inventory, transport details and any approval reference. Relief depends on eligibility and the goods concerned; approval does not remove the need for the customs declaration and cargo-release arrangements.

Some can, subject to the product, origin, current designation and inspection arrangements. Grangemouth is not authorised for high-risk products of animal origin. Other food, feed and plant consignments have their own entry conditions. GEIM can support eligible declarations, notifications and inspection liaison, but the admissible route must be checked before shipment.
