Customs clearance for Heathrow air cargo

A Heathrow shipment needs to be identified by its air waybill and the cargo facility handling it. The airport has several cargo locations, including facilities around Shoreham Road, Sandringham Road and Sealand Road. The correct collection point depends on the shipment and its handling arrangements.

Air freight can involve both airline-level and individual customer shipment information. For consolidated cargo, the master and house waybills identify different levels of the movement. Accurate references matter when arranging customs clearance and the handover of your goods.

GEIM handles the customs work and communicates with the relevant airline, cargo handler or authority where required. If we also arrange your transport, our support continues through collection and delivery.

How Heathrow import clearance works

Send your invoice, MAWB/HAWB and arrival date early. We recommend contacting GEIM as soon as the MAWB is obtained, so the customs work can be prepared around the expected arrival.

The consignee must arrange the necessary release instructions to GEIM when appointing us to handle the shipment. These instructions are separate from HMRC permission and the cargo handler's authority to hand over the freight.

GEIM reviews the information needed for the declaration, requests anything missing and prepares the import customs documentation. Advance preparation can begin before landing, but submission in advance does not mean that the goods have received customs release. Formal acceptance of a pre-lodged full import declaration depends on arrival and presentation.

Once the applicable customs requirements have been met, any remaining government, airline and handler release conditions must also be satisfied. When GEIM arranges the transport, we contact the relevant parties and coordinate collection after the cargo facility confirms availability.

How Heathrow export clearance works

GEIM prepares export declarations for air cargo leaving through Heathrow, including direct shipments and consolidated freight. We also manage the relevant export references and monitor the customs and departure stages.

A prepared declaration, permission to proceed and actual export departure are different milestones. The goods still need to meet the airline's cargo-acceptance and security requirements before carriage. The export departure also needs to be recorded; an accepted declaration alone is not proof that your particular shipment has left the UK.

Contact GEIM early with your planned departure. We will confirm what is needed for the export and the preparation timing for your booking.

Documents to begin a Heathrow import clearance

To get started, send the invoice for the goods, the MAWB and the HAWB where applicable, and the arrival date. This is the information we need to begin reviewing the shipment. Further information or documents may be required to complete the declaration. If you are waiting for shipment details, we can help by contacting the shipper.

Send the documents as soon as the air waybill is available. If information on the MAWB or invoice is incorrect, the relevant document will need to be amended.

MAWB and HAWB information

The Master Air Waybill, or MAWB, identifies the airline-level shipment. A freight forwarder may issue a House Air Waybill, or HAWB, for the individual customer shipment. Consolidated air freight can therefore involve a master waybill covering several house shipments.

For a direct shipment, send the airline waybill. For consolidated freight, include the relevant house waybill as well as the master reference. Sending a reference for a different house shipment can leave the goods you actually need cleared unidentified. GEIM works with both direct and consolidated Heathrow shipments.

Airport customs, cargo inventory and collection

Heathrow air cargo is managed through the relevant customs and cargo-inventory arrangements. The customs declaration and the inventory record have related but different roles: one declares the goods to customs, while the other records the shipment under the facility's cargo-control arrangements. GEIM handles the relevant airport inventory-clearance work alongside the customs declaration.

Customs release and cargo collection are separate

HMRC accepting a declaration does not, by itself, establish that the goods have received customs release. Customs release also does not mean that the airline or cargo handler has completed every requirement for physical collection. For a Heathrow collection, the relevant conditions need to be satisfied:

  • Customs permission under the required procedure
  • Resolution of any other government hold
  • The appropriate cargo-inventory release status
  • Airline release where required
  • Cargo-handler release and confirmation that the freight is available
  • The necessary collection instructions and arrangements

Some of these stages may overlap, but they should not be assumed to be the same event. An aircraft landing, a customs message and a confirmed cargo-shed collection are different updates. Where GEIM arranges your collection and delivery, we liaise with the relevant parties before collection is coordinated.

Declaration preparation times

Once all information needed for the work is complete and accurate, GEIM's normal preparation times are:

  • Heathrow import declaration

    Within two hours on weekdays

  • Heathrow export declaration

    Within one hour, any day

  • T1/T2 transit documentation

    Around two hours

  • Safety and security documentation where required

    Around two hours

These timings cover GEIM's preparation of the relevant documents. The clock starts once we have the complete and correct information required for that task. They do not guarantee aircraft arrival, HMRC response, Border Force or other government release, cargo-inventory updates, airline release, cargo-handler release, collection availability, collection time or delivery. A request for further documents or an examination can extend the overall movement. Our team is available 24/7 for support; the normal two-hour import preparation timing applies to weekdays.

T1 and T2 transit, ATA Carnets and customs checks

GEIM prepares and manages T1 and T2 transit work where goods need to continue under customs control. The correct procedure depends on the goods' customs status and the planned movement; T2 should not be assumed simply because goods have been cleared in Great Britain. Office and authorised-location requirements need to be considered for the actual movement, independently of GEIM's support hours.

We also assist with ATA Carnet shipments and temporary movements. A carnet's endorsement and any required airport inventory clearance are separate requirements. GEIM can coordinate the relevant assistance; government endorsement remains with the customs authority.

Customs checks and inspection support

An authority may request supporting documents or select freight for examination. That decision and the authority's release timing are outside GEIM's control. GEIM communicates with the relevant governing bodies, supplies paperwork and coordinates inspection arrangements where required. We can liaise with the cargo handler, keep you informed and monitor the hold through the relevant release stage.

Heathrow collection and delivery

GEIM has vehicles available for Heathrow cargo collections and can arrange nationwide UK delivery and European road delivery. Urgent and time-critical airport collections can also be arranged, subject to the shipment's release and availability.

The collection point is the nominated cargo facility for your shipment. It is not established simply by knowing the flight's passenger terminal. Heathrow's cargo estate contains separate facilities, so the correct collection location must be confirmed.

Where GEIM handles the transport, we contact the relevant parties, coordinate collection once the freight is available and monitor the shipment through to delivery. We keep the customer informed along the way. Delivery timing is agreed for the individual booking; customs preparation times are not collection or delivery promises.

Common Heathrow documentation delays

The recurring Heathrow problems our team encounters include:

  • The master air waybill has not been received

Without the relevant air waybill information, the shipment may not be sufficiently identified for the customs work to proceed. Send the MAWB as soon as it is obtained, together with the house waybill where applicable and the arrival date.

  • Incorrect information on the MAWB or invoice

Incorrect shipment or goods information needs to be corrected. GEIM can identify the information required for the customs work, but an incorrect source document will need amendment by the party responsible for it.

  • A required licence or safety data sheet is missing

Where a licence or safety data sheet is needed, a missing document can delay the review or the next stage of the movement. Supply requested supporting paperwork promptly and let us know if it is still outstanding.

Heathrow customs clearance FAQs

Send the goods invoice, MAWB and arrival date to begin. If your freight forms part of a consolidation, include the relevant HAWB as well. The master reference identifies the airline-level shipment, while the house reference identifies the individual forwarder shipment. We will request any further information needed to complete the work.

Collection is from the facility handling your shipment, which must be confirmed for that movement. Heathrow has cargo facilities around roads including Shoreham Road, Sandringham Road and Sealand Road. The passenger terminal shown on a flight booking is not, by itself, a cargo collection address. GEIM can arrange collection from the relevant cargo shed when instructed.

Yes. Send the invoice, MAWB/HAWB and arrival date as soon as the master waybill is obtained. We can begin preparation before landing where the necessary information is available. A full import declaration submitted in advance is formally accepted on arrival and presentation; advance preparation does not establish customs release or physical availability.

Collection also depends on the relevant inventory, government, airline and cargo-handler requirements and confirmation that the freight is ready. The consignee must arrange the required release instructions to GEIM if we are handling the shipment. Where we arrange the haulage, we contact the relevant parties and coordinate collection after availability is confirmed.

GEIM's normal import declaration preparation time is within two hours on weekdays. Export declarations are normally prepared within one hour, any day. Both timings start when complete and accurate information for the task has been received and cover GEIM's document preparation, not aircraft movements, authority decisions, cargo-shed release or collection.

The consignee needs to arrange the necessary release instructions to GEIM when appointing us for the import shipment. Those instructions enable the agreed handover; they are separate from customs release and the airline or handler's physical collection requirements. Contact us early so the appointment and scope can be confirmed.

Yes. We prepare and manage the relevant T1/T2 transit work for the movement. Heathrow Cargo is listed with departure, destination and transit functions, with published office hours of 06:00 to 22:30 daily. The appropriate office or authorised-location arrangements must be confirmed for the shipment. GEIM's 24/7 support does not change an authority's operating arrangements.

No. The carnet must receive the required customs endorsement, and freight at an inventory-linked location may also require inventory clearance. GEIM assists with the relevant carnet and airport-clearance arrangements, but endorsement remains with the customs authority.

Yes. We have vehicles available for Heathrow cargo collections and can arrange nationwide UK and European road delivery. The collection is coordinated after the relevant releases and the cargo facility's availability confirmation. We agree the delivery timing for your booking and monitor through to delivery where GEIM handles the transport.

GEIM is based close to Heathrow, with its head office on Challenge Road, Ashford, TW15 1AX. This is separate from the airport cargo shed handling your freight. Our team provides 24/7 support, with Polish-speaking assistance always available.
