GVMS Explained: What Every UK Importer Needs to Know Before Arrival

The Goods Vehicle Movement Service, or GVMS, is the digital border control system that manages customs declarations for goods crossing between Great Britain and the EU at roll-on roll-off locations such as Dover and the Eurotunnel. If you import goods through one of these routes, GVMS is not optional. Get it wrong and your driver can be turned away at the port, held for hours, or sent back across the Channel.

What Is GVMS?

GVMS links your customs declarations together electronically so that border staff and carriers can see, in one place, that everything required for a vehicle to cross has been completed. Instead of paperwork changing hands at the port, the system checks declaration references against a single reference number tied to that specific vehicle movement.

What Is a GMR and Why Does It Matter?

The Goods Movement Reference, or GMR, is the number that ties your consignment’s declarations to that vehicle’s crossing. Every commercial vehicle using a GVMS location needs one before boarding. A GMR is created by pulling together the Movement Reference Numbers from your import, export, transit or safety and security declarations, then checking the carrier in against that reference before departure.

Without a valid GMR, most ferry and Eurotunnel check-in systems will not let the vehicle board at all.

What Happens If You Do Not Have One?

Turning up at the port without a completed GMR usually means one of three outcomes: the vehicle is refused boarding, it is boarded but flagged for an inland border facility check, or it clears but leaves your business exposed to HMRC penalties for an incomplete or incorrect declaration. Any of these adds delay, cost and, for time-sensitive cargo, real commercial damage.

Common GVMS Mistakes We See

• Leaving the GMR until the last minute: Ports and carriers need it before check-in, not on arrival.
• Mismatched references: The MRNs pulled into the GMR must exactly match the declarations lodged with HMRC.
• Missing safety and security declarations: An ENS or EXS entry that is forgotten will hold up an otherwise complete GMR.
• Assuming the haulier handles it: GMR creation is a customs responsibility, not a haulage one, unless it has explicitly been agreed.
